If there are more than three leadership candidates, there will be an initial intermediary preferential vote to reduce the number to two candidates.  There will be a second, final vote for the two remaining candidates who received the highest number of membership votes in the intermediary preferential vote.  The members eligible to vote will be fixed over both voting periods.

The grassroots membership of the Party needs to have the ability to make a clear leadership choice.  This can be accomplished by weeding out the field of candidates to two alternatives so they can make a definitive choice.
