Submission: | Constitution 10.10 The election of the Leader shall be by way of a direct vote of members in every electoral district, as follows. 10.10.1 Each member of the Party will have one vote. 10.10.2 Each electoral district will be allocated 100 points or 1 point per vote cast at that stage, whichever is less. 10.10.3 Leadership candidates will be assigned a point total based on their percentage of the vote in each electoral district. 10.10.4 2 To win the leadership, a candidate must obtain a majority of 10.10.5 3 Voting will be by preferential vote (single transferable ballot). 10.10.6 4 Each leadership candidate is entitled to have scrutineers present at all stages of the vote count. 10.10. 10.10.8 6 In the event the final ballot of any leadership contest is within 1.50% of point totals, a mandatory recount will be implemented; all ballots will be preserved while said recount is undertaken. 10.10.9 7 National Council or the Leadership Election Organizing Committee will engage an independent third-party auditing firm to count the ballots in the votes specified in 10.7 and 10.10.5 3. |
Rationale: | The principle of one member, one vote through direct election is the most democratic, transparent and accountable of all electoral systems. It is understandable, easy to administer and fair to all members. The current point system treats each EDA as equal instead of each member being equal. Votes from an EDA with a very small membership of 28 people is weighed the same as the votes from an EDA with 1,000 members. This is discriminatory and unfair to our party members. The election of the party leader should be based on the equality of members – one member, one vote. |
Translation of Submission: | 10.10 L’élection du chef a lie u par le vote direct des membres dans chacune des circonscriptions électorales, comme suit : 10.10.1 Chaque membre du Parti aura un vote. 10.10.2 Chaque circonscription électorale a cent (100) points. 10.10.3 Les candidats à la direction reçoivent un total de points en fonction du pourcentage des votes remportées dans chaque circonscription. 10.10. 10.10. 10.10. 10.10.
Le principe d'un membre, une voix par le biais de l'élection directe est le plus démocratique, le plus transparent et le plus responsable de tous les systèmes électoraux. Il est compréhensible, facile à administrer et équitable pour tous les membres. Le système de points actuel traite chaque AED sur un pied d'égalité au lieu de traiter chaque membre sur un pied d'égalité. Les votes d'une ADC comptant un très petit nombre de membres comptant 28 personnes ont le même poids que les votes d'une ADC comptant 1 000 membres. C'est discriminatoire et injuste pour les membres de notre parti. L'élection du chef du parti devrait être basée sur l'égalité des membres - un membre, une voix. |
