14.1  National Council shall create rules and procedures for the selection of candidateswith clear timelines. The rules shall provide that only a member of the Party may seek nomination as a candidate. The rules shall also include:

14.1.1 That upon the formation of a nomination committee by the electoral district association, all members shall be informed that a nomination is taking place. This notice shall include access to the candidate application package and the contact information for the party representative overseeing the candidate applications.

14.1.2 Members shall be notified of the close of nomination via email, at least 14 days in advance of the official closing of the nomination period.

14.1.3 The date of the nomination vote shall be at least 14 days after the official closing of the nomination period.

14.1.4 The executive director, the party president, and the national councillor(s) for the region can, upon a majority vote, choose to shorten the durations of 14.1.2 and 14.1.3 to 5 days each only within 45 days of a committed election date.

14.1.5 In addition, National Council would have the ability to appoint a candidate in the event the nominated candidate is incapacitated or otherwise unable to run or withdraws prior to the election. Every effort shall be used to hold expedited nominations in these situations. This power shall only be used in emergency situations where there is clearly insufficient time to hold a nomination before Elections Canada candidate filing deadlines.

National Council shall establish the National Candidate Selection Committee that shall have the right to disallow the candidacy of any person before or after nomination by the electoral district association, subject to the appeal of such a decision to National Council whose decision shall be final and binding or who may refer the matter to the Arbitration Committee for decision by a panel.

Nomination processes are a foundational component of our grassroots conservative movement. Transparent and open communication to EDA membership regarding the opening and closing dates of a nomination race, and the process for obtaining and submitting a nomination package, is essential for our continued efforts to build and maintain support for the party at the EDA level.

We need Rules and Regulations that cannot be constantly changed by national council, and Rules and Regulations that standardize the way that nominations are run from coast, to coast, to coast.

14.1 Le Conseil national établit des règles et des procédures pour la sélection des candidats, avec des échéances précises. Le règlement doit prévoir que seul un membre du parti peut se porter candidat. Le règlement doit également prévoir

14.1.1 Dès la formation d'un comité de nomination par l'association de circonscription, tous les membres doivent être informés de la tenue d'une nomination. Cet avis doit inclure l'accès au dossier de candidature et les coordonnées du représentant du parti chargé de superviser les candidatures.

14.1.2 Les membres doivent être informés de la clôture des candidatures par courrier électronique, au moins 14 jours avant la clôture officielle de la période de candidature.

14.1.3 La date du vote de nomination doit être fixée au moins 14 jours après la clôture officielle de la période de nomination.

14.1.4 Le directeur exécutif, le président du parti et le(s) conseiller(s) national(aux) de la région peuvent, par un vote majoritaire, choisir de réduire les durées de 14.1.2 et 14.1.3 à 5 jours chacune uniquement dans les 45 jours suivant une date d'élection engagée.

14.1.5 En outre, le Conseil national aurait la possibilité de nommer un candidat au cas où le candidat désigné serait incapable de se présenter ou se retirerait avant l'élection. Tout doit être mis en œuvre pour accélérer les nominations dans ces situations. Ce pouvoir ne sera utilisé qu'en cas d'urgence, lorsqu'il n'y a manifestement pas assez de temps pour procéder à une nomination avant la date limite de dépôt des candidatures à Élections Canada.

Le Conseil national établira le Comité national de sélection des candidats qui aura le droit de rejeter la candidature de toute personne avant ou après la nomination par l'association de circonscription, sous réserve de l'appel d'une telle décision auprès du Conseil national dont la décision sera finale et exécutoire ou qui pourra renvoyer l'affaire au Comité d'arbitrage pour décision par un groupe de travail.

Raison d'être :

Les processus de nomination sont un élément fondamental de notre mouvement conservateur de base. Une communication transparente et ouverte aux membres de l'ADC concernant les dates d'ouverture et de clôture d'une course à l'investiture, ainsi que le processus d'obtention et de soumission d'un dossier d'investiture, est essentielle à la poursuite de nos efforts pour construire et maintenir le soutien au parti au niveau de l'ADC.

Nous avons besoin de règles et de règlements qui ne peuvent pas être constamment modifiés par le conseil national, et de règles et de règlements qui normalisent la façon dont les nominations sont gérées d'un océan à l'autre.
