14.4 EDA Executive Committee shall create rules and procedures for the administration of each Electoral District Association Primary Election of a candidate from two or more nominated primary candidates. The rules shall provide that only a member of the Party may seek nomination acceptance as a primary candidate for primary election.  National Council shall establish a National Candidate Selection Committee that shall have the right to disallow the candidacy of any person before or after the EDA primary election, subject to the appeal of such a decision to National Council whose decision shall be final and binding or who may refer the matter to the Arbitration Committee for decision by a panel. 

14.5 Each Electoral District Association may select a candidate using “either” the traditional EDA nominated candidate selection process “or” the EDA Primary Election process.

14.6 Each Electoral District Association will qualify primary election candidates, to run for election, to candidate qualification standards set by the National Candidate Selection Committee.

14.7. Electoral District Association members who wish to run as a candidate in the primary election must be a 6 month resident of the Electoral District they are running in.

The Primary Election process, will be open to more Conservative Party members (to offer themselves and be considered for primary candidacy), and is a proven democratic process that will garner a wider range of stronger candidates to run for National Parliament. 

Running a candidate primary is also an expression of our Conservative Party’s effort and commitment to provide more openness and transparency of our conservative values to the communities we serve.

Primary Candidates must meet the minimum standards of the National Candidate Selection Committee including a Primary Candidate fee upon application to run as proscribed by National Council.

14.4 Le comité exécutif de l'ACE créera des règles et des procédures pour l'administration de chaque élection primaire d'association de circonscription électorale d'un candidat parmi deux ou plusieurs candidats primaires désignés. Les règles doivent prévoir que seul un membre du Parti peut solliciter l'acceptation d'une nomination en tant que candidat principal à l'élection. Le Conseil national établira un Comité national de sélection des candidats qui aura le droit de rejeter la candidature de toute personne avant ou après l'élection primaire de l'EDA, sous réserve de l'appel d'une telle décision au Conseil national dont la décision sera définitive et exécutoire ou qui pourra renvoyer l'affaire au comité d'arbitrage pour décision par un groupe spécial.

14.5 Chaque association de circonscription électorale peut sélectionner un candidat en utilisant « soit » le processus traditionnel de sélection des candidats nommés par l'ADC, « soit » le processus d'élection primaire de l'ADC.

14.6 Chaque association de circonscription électorale qualifiera les candidats aux élections primaires, pour se présenter aux élections, selon les normes de qualification des candidats établies par le Comité National de Sélection des Candidats.

14.7. Les membres de l'Association de Circonscription Electorale qui souhaitent se présenter comme candidats à l'élection primaire doivent résider depuis 6 mois dans la circonscription électorale qu'ils dirigent.

Justification :

Le processus d'élection primaire sera ouvert à davantage de membres du Parti conservateur (pour s'offrir et être pris en compte pour une candidature primaire), et est un processus démocratique éprouvé qui rassemblera un plus large éventail de candidats plus forts pour se présenter au Parlement National.

Présenter une primaire de candidat est également une expression des efforts et de l'engagement de notre Parti conservateur à offrir plus d'ouverture et de transparence de nos valeurs conservatrices aux communautés que nous servons.

Les candidats primaires doivent satisfaire aux normes minimales du Comité national de sélection des candidats, y compris des frais de candidat principal lors de la demande de candidature comme interdit par le Conseil national.
